Judith Ellen Horton Foster, 1840-1910, temperance leader, lawyer, and Republican organizer, was born in Lowell, Massachusetts. The wife of lawyer Elijah Foster, she moved to Iowa, where she studied law and became the first woman to appear before the Supreme Court of Iowa. She became the Woman's Christian Temperance Union's legal adviser and superintendent of Legislation and Petitions, and later the president of the Iowa WCTU.
